Apply For or Renew a U.S. Passport

The Passport & Citizenship Unit provides passport services to U.S. citizens in the Philippines, at the Embassy in Manila and the Consular Agency in Cebu, by appointment only.

To determine which passport forms you will need to fill out, which original documents to provide, and which procedures you need to follow, please reference the U.S. passport webpage on Travel.State.Gov.  Then, return to this page to find important information on how to either mail your DS-82 renewal to the Embassy, or to schedule an appointment to apply in person with form DS-11 at the U.S. Embassy in Manila or Consular Agency in Cebu.

If you were born in the Philippines and are applying for your first ever U.S. passport, please visit our citizenship page.

Please do not make an appointment for a passport service if local COVID-19 restrictions prohibit you from traveling to the Embassy or Consular Agency for your interview.  Please do not come to your scheduled interview if you are sick.

We are not providing walk-in services at this time in Manila or Cebu.  Passport services are not available on weekends, or on the Philippine or U.S. Holidays.

If you have confirmed travel within the next two weeks, contact the U.S. Embassy in Manila at  to request an appointment for an emergency passport.  Write “emergency passport” in the subject line of your email and attach a copy of your current passport and itinerary.  We cannot issue emergency passports in Cebu.

If you require a new passport, a renewal passport, or just aren’t sure, our simple Passport Wizard will assist you in determining your eligibility and gathering the documentation needed to apply.

There is no walk-in service for United States citizens who require a service related to passports, citizenship, or birth registration. These services are by appointment only.

Do You Know What Type of Forms You Need?

If you already know which forms to complete, you can:

1. Go directly to our forms page at eforms.state.gov and enter “Passports” in the search field,
2. Visit our appointment website to schedule an appointment at one of our locations, or
3. Get specific passport guidance info on Travel.State.gov.

IMPORTANT: The Embassy is extending consular services by appointment only, until further notice. Walk-in applicants will not be entertained. 

UPDATE: The Embassy will commence the pilot implementation of the Global Online Appointment System starting 7 February 2022 (Monday). Applicants who wish to renew their ePassports at the Embassy may now secure appointments through this website:

Until 24 February 2022, the Embassy will continue to serve those with appointments made through the current appointment system.

The Embassy strongly recommends renewal of passports one (1) year before your passport expiration date. The Embassy allows renewal of passports that have more than one year validity left in cases wherein: (1) passport pages are running out; (2) a longer passport validity is needed for work pass renewal, residency permit renewal or visa application; and (3) for other meritorious cases.

STEPS FOR PASSPORT RENEWAL/APPLICATION

1. Secure an Online Appointment

To secure an online appointment for passport renewal/application, please click here or go to the URL link https://passport.gov.ph/. After accomplishing the online appointment form, you will receive an email requesting you to confirm the appointment. Once you click CONFIRM, you will be sent another e-mail with the application form and instructions. Please PRINT the form.

Please be guided by the following:

• An appointment is strictly required. The Embassy’s Consular Section will not process an application without a confirmed appointment.
• Securing an appointment for passport renewal is FREE OF CHARGE. Please report to the Embassy if you know of individuals or groups selling appointment slots, or giving slots for a fee.
• Make sure that you enter the correct e-mail address as your appointment confirmation will be sent to your registered email.
• The confirmation e-mail will contain instructions for your passport appointment.
• Applicants who urgently need to renew their passport for meritorious reasons (i.e. for pass renewal ) may request an earlier appointment via e-mail at  with the following attachments: (1) copy of appointment confirmation; (2) copy of passport data page, (3) copy of work pass ID, and (4) proof of the need for an urgent appointment (such as expiring work pass, urgent travel, etc.). Requests are subject to approval and availability of appointment slots. (IMPORTANT: Rescheduling of passport appointment is free of charge.)

2. Come to the Embassy on your appointment date with the documentary requirements and ADDITIONAL REQUIREMENTS (especially for minors, dual/naturalized citizens, those with special requests; please see the following section)

When you come to the Embassy for your passport appointment, bring the following documentary requirements:

• Screenshot or printed appointment confirmation e-mail
• Accomplished application form for passport renewal (sent via e-mail)
• Current Philippine passport – original and one (1) photocopy of the passport information/data page
• Singapore IC, Personalized Employment Pass, E Pass, S Pass, Work Permit, Dependent Pass, Student Pass or Long Term Visit Pass – original and one (1) photocopy
  • Short-term visit pass holders must bring a photocopy of their short-term / social visit pass STAMP on their current passport
• ADDITIONAL REQUIREMENTS for minor applicants, dual citizens and those with requests for changes in passport entries

3. Collect your new passport on your confirmed date of collection

Note that all passports are printed in the Philippines. Your new Philippine passport is expected to be available for collection about six (6) weeks after your successful passport renewal application. The Embassy is not liable for any delay in the availability of a passport due to possible occurrences in production and shipment.

The site also provides a link for securing an appointment to collect your passport once it is ready for collection. Securing an appointment for passport collection is required.

       Please bring the following on your passport collection date:

• The confirmation e-mail of your appointment for passport collection;
• The BLUE consular collection slip issued to you when you applied for your passport;
• Your current Philippine passport, which will be cancelled and returned to you along with your new passport. Your new passport will NOT be released if the old passport is not presented for cancellation.
• Signed authorization letter from the passport holder, if the new passport will be claimed by a proxy. The new passport will NOT be released if the signed authorization letter is not presented together with the proof of identification of the proxy. (Note that passports of minors can be claimed only by the Filipino mother/father).

For Senior Citizens, Persons with Disabilities, Pregnant Women and Children with Special Needs
