The Disability Determination Services Unit of DVR is a state-administered federal program that serves Delawareans who are unable to work because of a disability.

The DDS develops, adjudicates, and processes disability claims of residents for Social Security disability benefits. The unit staff determines if:

  • A person meets the statutory definition of an individual with a disability as defined in the Social Security Act.
  • The individual meets medical eligibility to receive Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI).

While governed by the Social Security Administration and 100% federally funded, DDS is a state agency that is located within the state DVR agency. The Delaware DDS makes approximately 8000 disability decisions per year for the State of Delaware.

Deputy Director Theora Lowe-Staton is responsible for the operations of the DDS unit. For more information about Social Security Disability Benefits and Services visit www.ssa.gov.

2022 Model State Plan for VR Services for Deaf People (MSP)

This document provides a deep dive into how to provide meaningful services for deaf people and to improve employment outcomes for this population. It contains a high-level summary of critical issues and action items for VR leadership as well as content for training and professional development for VR professionals.

By 2021, the MSP had not been updated in many years and had become antiquated and obsolete. Alaska DVR took a lead role in rewriting it based on modern best practices and worked with the Deaf Professional Network and the Council of State Administrators of Vocational Rehabilitation.
